The MIT Technology Review Insights survey of 500 senior IT leaders at mid- to large-size US companies, conducted with expert interviews in December 2025, paints a stark picture: organizations are eager to scale AI, but they’re running into a stubborn choke point—an operational foundation that doesn’t yet exist at scale. The result is a widening gap between promising experiments and reliable, production-ready systems. The rise of agentic AI promises faster automation, but it also magnifies the need for integrated data, stable workflows, and robust governance.

The report makes clear what many teams feel in practice: it’s not the models alone that derail deployment. It’s the plumbing. Without integrated data and systems, AI-driven workflows fail to run end-to-end, and governance gaps turn promising automations into unpredictable risks. The paper’s implications are reinforced by Gartner, which forecasts that more than 40% of agentic AI projects will be canceled by 2027 due to cost, inaccuracies, and governance hurdles. In short, the “AI” in your quarterly plan won’t land unless the operational machine behind it is well oiled.

To put it plainly, the obstacle is not a lack of clever models but a missing operational backbone. Enterprises are redirecting budgets and resources to build that backbone—data pipelines, consistent data foundations, production-grade monitoring, and formal governance. The shift is real: pilots are being funded less as experiments and more as components of a larger, production-ready strategy. Yet until data lineage, governance, and reliable integrations are in place, many AI initiatives will stall, or worse, revert to isolated, brittle demos.

Analysts and operators alike describe a landscape where agentic AI could act like a self-driving assistant for business processes, if you can guarantee the data and systems it depends on are trustworthy and stable. The promise is alluring: autonomous agents that can orchestrate workflows, respond to changes, and optimize routines without constant human coaching. The risk, however, is equally real—autonomy without accountability can magnify errors, misinterpretations, or compliance breaches, especially in regulated domains.

Analogy helps: building enterprise AI without a solid operational backbone is like wiring a factory floor without rails, sensors, or a central control room. You might have fancy robots, but they won’t talk to the conveyor belts, inventory system, or quality-control sensors in a way that yields repeatable, safe output. The value isn’t just in the model’s intelligence; it’s in the reliability of the entire system that uses that intelligence.

Two practitioner takeaways stand out. First, data and model governance must converge: stable data contracts, end-to-end lineage, and guardrails for model outputs are non-negotiable if you want repeatable production results. Second, the toolchain matters as much as the model: you need an integrated MLOps/AIOps stack that can monitor, roll back, and audit automated decisions, not a collection of point solutions. For teams shipping this quarter, the imperative is to de-risk with modular, production-tested components, not grand, monolithic AI experiments.

Looking ahead, the path to breaking the impasse is clear: invest in the operational foundation first—data fabric, governance, and end-to-end workflows—while treating agentic AI as a capability that must be tightly controlled and observed. The payoff, if you get this right, is a tangible reduction in cycle time from pilots to production, and a credible line of value on the books rather than a trail of promising demos.
