When Surveillance Meets Power Hunger: ICE’s Mobile Fortify and the Nuclear Push Behind AI

On city sidewalks and in the corridors of power, two strains of 2025 technology policy are colliding: ICE’s Mobile Fortify, a handheld face-recognition app used in street encounters, and the AI industry’s push for massive energy that is fast-tracking nuclear policy. Both are placing pressure on oversight systems and civil liberties in ways that demand public reckoning.

The immediate fight over Mobile Fortify exposes how biometric tools migrate from labs into policing without standard privacy safeguards. In a Nov. 26, 2025 letter, rights groups led by the Electronic Frontier Foundation demanded that the Department of Homeland Security halt the program, release privacy analyses, and explain why it skipped a new Privacy Impact Assessment.

Handheld face recognition: Mobile Fortify on the beat

Mobile Fortify is ICE’s latest field tool: an app that lets agents scan faces during street encounters and query multiple government databases in seconds. In a coalition letter filed Nov. 26, 2025, rights groups said the software leaves no opt-out for those scanned, and agents may treat a database match as decisive even when other evidence contradicts it, raising the prospect of wrongful detentions and deportations.

The civil-rights risk is concrete. EFF and partners cite at least one reported case where an officer’s biometric confirmation nearly led to a U.S. citizen being treated as deportable, and they warn federal agents could use the tool to identify protesters and others exercising First Amendment rights.

Beyond mistaken identity, Mobile Fortify queries a wide array of databases, effectively combining face recognition with immigration records, criminal files, and watchlists. That fusion sharply raises the stakes of false matches: a single facial match can cascade into enforcement actions. The EFF letter explicitly criticized ICE for deciding it did not need a fresh Privacy Impact Assessment, a step normally required when agencies adopt new data-collection technologies.

AI’s hunger for power, and the push to speed nuclear timelines

Operationally, mobile face recognition magnifies existing asymmetries. Handheld scanners reduce time and friction for an encounter, shifting a routine stop into a biometric query without notice. For migrants and communities of color already subject to disproportionate enforcement, the change is not incremental; it is systemic, expanding surveillance from fixed cameras to every agent’s pocket.

A separate but related pressure point is AI’s voracious electricity demand. Analysts cited in a 2025 AI Now report estimate generative AI could drive a 160 percent increase in data-center power demand by 2030.

That projected growth has prompted major AI labs to propose dramatic increases in dedicated power. Public filings and media reports describe ambitions ranging from single-gigawatt data centers to multi-gigawatt clusters; one circulated claim reported interest by OpenAI in 5 GW-scale facilities, while firms such as Anthropic urged policymakers in early 2025 to prioritize accelerated power buildouts for AI.

A governance squeeze: secrecy, capture, and who pays the price

Policy fallout is visible: the White House ordered a review of the Nuclear Regulatory Commission on May 23, 2025, and AI proponents are calling for faster licensing, novel regulatory shortcuts, and relaxed safety thresholds to accelerate new builds. The AI industry’s time horizon-measured in months for model deployment-collides with nuclear build timelines that historically take a decade or more for large reactors.

AI’s demand creates a temptation to trade rigor for speed. The AI Now report maps three channels where this is happening: lowering long-established safety norms; using generative AI to expedite licensing and commissioning; and promoting advanced reactor technologies with immature validation paths. Those moves risk eroding safety culture and public trust in institutions meant to regulate high-consequence infrastructure.

Both the surveillance rollout and the nuclear pressure share a governance pattern: rapid private demand bending public oversight. In Mobile Fortify’s case, ICE’s choice to sidestep a fresh Privacy Impact Assessment suggests agencies feel empowered to deploy tools before scrutiny. For nuclear, executive directives and industry lobbying aim to compress review cycles that historically enforced transparency and independent safety evaluation.
