Rethink AI Rules for Purpose Not Innovation

In an op-ed published by Newsweek, Georgetown University’s Center for Security and Emerging Technology argues that the central question in AI governance isn’t whether to regulate, but what innovation is for and who benefits from it. Matthias Oschinski and Mina Narayanan contend that the real debate is not innovation versus regulation, but innovation guided by purpose versus innovation left to default incentives. The piece frames governance as a design problem, not just a compliance hurdle, and urges policymakers to anchor rules in concrete public aims rather than broad tech caricatures.

The authors push back against a familiar tug of war in tech policy: regulation as a blunt tool that risks slowing useful progress, versus a hands off approach that lets incentives run unchecked. They call for a shift in framing: governance should define desired outcomes first, then shape incentives to achieve them. In practical terms, that means asking not whether AI should be regulated, but what outcomes society wants AI to advance and how to measure whether it is doing so. When policy documents show a focus on purpose, the framework can be more predictable for developers and more defensible to the public.

Industry observers say the idea has real bite for how rules are written and enforced. If regulators start with explicit public aims, compliance becomes a matter of demonstrating real impact rather than ticking boxes. The approach could influence how risk is assessed, how transparency is implemented, and how responsibility is allocated when systems misfire. For firms, this shift could reduce ambiguity in the long run, but it also raises the bar for governance, since clear purposes require robust measurement, auditing, and accountability mechanisms.

From the perspective of practitioners, the piece offers several concrete implications. First, product teams should map AI features to defined public benefits and establish metrics that show progress toward those goals, not just performance benchmarks. Second, governance leaders need to partner across functions to ensure that incentives inside the company align with stated purposes, reducing the risk of drifting into only legally compliant behaviors. Third, risk and compliance programs should expand beyond data usage and provability to include assessments of broader societal effects, such as equity, safety, and long term impact. Finally, investors and boards may increasingly demand that AI roadmaps demonstrate purpose driven outcomes, creating a visible link between product strategy and public value.

The takeaway, according to the op-ed, is that the conversation around AI policy must evolve from a binary fight over regulation to a calibrated ecosystem where innovation is steered toward clearly defined ends. If government and industry can agree on what AI is for, the rules that govern it can be better tailored, more durable, and less prone to becoming a slalom course of ad hoc restrictions. The proposed pivot is not a license to loosen oversight, but a demand for governance that earns public trust by proving that every new capability serves a stated purpose.
