Policy documents show the administration is pursuing a layered framework that mixes regulatory signaling with standards-based governance, rather than a single, one-size-fits-all rulebook. The ruling specifies that oversight will come from multiple agencies and hinge on risk-based assessments rather than blanket prohibitions, a nuance that leaves plenty of room for sector-specific tailoring.
