Rethinking AI Regulation for Purpose

Regulation should ask what AI is for, not who it harms.
An op-ed from Georgetown’s Center for Security and Emerging Technology argues that the hottest policy debate about AI is misframed and the stakes are bigger than the toggle between regulation or freedom. Matthias Oschinski, a senior fellow, and Mina Narayanan, a research analyst at CSET, contend that the critical question is not whether to regulate AI but what regulation is for and who benefits from it. The authors press a simple, demanding idea: the real debate is not innovation versus regulation, but innovation guided by purpose versus innovation left to default incentives.
To illuminate their point, they quote a foundational contrast: the real debate is not about stifling progress, but about steering progress toward shared goals. If regulation is cast as a way to correct misaligned incentives, the authors argue, policy should focus on purpose rather than blanket controls. That means governance designed to shape outcomes, not merely classify tools as good or bad. The op-ed, published under Newsweek’s banner, frames governance as the instrument that determines what AI creates for whom, and at what cost.
For practitioners in government and industry, the suggestion is both philosophical and practical. The authors imply that a purpose driven frame helps avoid two common missteps. First, it discourages treating all AI deployments as equally risky, urging instead a use case oriented risk assessment that ties safety criteria to concrete social objectives and the beneficiaries at stake. Second, it shifts the burden from chasing every new capability to aligning incentives with public goods. If policymakers want responsible AI, they should design incentives that reward beneficial outcomes and penalize harmful ones, rather than simply policing inputs or declaring broad ban categories.
Two concrete takeaways emerge for policymakers and compliance professionals. First, map AI deployments to outcomes. Before writing a rule, specify the intended social value, identify who benefits, and quantify potential harms. That grounding makes regulations more selective and more enforceable, reducing both overreach and loopholes. Second, align procurement and funding with responsible practice. If governments buy or subsidize AI products under a framework that rewards transparency, accountability, and safety testing, private firms have a clear incentive to design with governance in mind from the start rather than as an afterthought.
Beyond these, the op-ed’s logic invites a broader governance playbook. Accountability becomes central, not cosmetic: require traceability of data provenance, model decisions, and impact assessments for high risk uses; create channels for remedy when harms occur; and establish clear, recurring review cycles as AI systems evolve. The authors imply that agile, purpose driven governance can keep pace with rapid technical advances without sinking into either paralysis or chaos.
As the policy discourse shifts from a binary question to a function oriented frame, the road ahead for regulators and innovators looks more navigable and more consequential. If the aim is to harness AI for public good, governance must articulate the ends before detailing the means. In a field defined by speed and scale, that turn toward purpose could be the most durable constraint and the most powerful incentive for responsible innovation.
