In practice, this means observable decision logs, auditable reasoning traces, and explicit failure modes that are tested under realistic stress conditions, not post-hoc explanations that paper over gaps.

Industry watchers are likely to push for stricter governance around dual-use tech, with procurement and policy cycles tightening the bar for what counts as “safe.” The legal skirmish between Anthropic and the Pentagon signals that governance is not just about theory—it shapes who can deploy what kind of AI in sensitive domains, and under what safeguards.
