Four Robotics Groups Sign Barcelona Declaration to Press Governments on Automation Policy

The joint agenda calls for national robotics strategies, investment conditions, global standards and talent development, but it sets no adoption targets, funding commitments or implementation timetable.

The International Federation of Robotics, A3, VDMA Robotics + Automation and Spain’s AER Automation have signed the Barcelona Declaration on Robotics and Automation 2026, creating a shared policy agenda aimed at governments and public institutions.

The agreement puts industrial competitiveness, automation investment and workforce development at the center of the groups’ advocacy. Its signatories said they will maintain a permanent dialogue with governments, provide policymakers with technical expertise and industry data, publish regular progress reports, and invite additional robotics and automation associations to join over time.

Carlos Méndez, president of AER Automation, said the declaration represents an international commitment to work with governments on a policy framework that can support robotics as a driver of competitiveness, sustainability and social well-being.

The declaration identifies 10 policy priorities. They include adopting national robotics strategies; improving investment conditions through tax policy; expanding government use of robots; bringing robotics into schools; and communicating automation’s effect on jobs more clearly.

Other priorities call for investment in assistive and care robotics, broader access to robotics, regulation that keeps pace with technology without imposing unnecessary costs, support for international rather than regional standards, and measures to close the gap between innovation and commercial scale.

For plant managers and automation buyers, the declaration does not change a robot cell’s capital cost, cycle time or commissioning workload. A welding, material-handling or assembly deployment still needs a defined throughput target, safety design, controls integration, facility utilities, operator training and maintenance support. The declaration is instead a signal that major industry organizations want public policy to reduce some of the conditions that can slow those investments, including uncertain standards, limited incentives and shortages in robotics skills.

The talent language is particularly relevant for operations that depend on skilled trades. Automation generally augments welders, inspectors, machine operators and maintenance technicians when it takes repetitive or ergonomically difficult work while people handle setup, exception recovery, quality verification and process improvement. Whether that produces measurable labor relief depends on the application’s uptime, part variation, staffing model and ability to sustain production rates after deployment.

The policy agenda also reflects a practical concern for multinational manufacturers. A fragmented standards environment can add engineering, validation and compliance work when the same automation platform must operate across regions. The organizations’ preference for international standards points toward a lower-duplication model, although the declaration does not identify specific standards, regulatory proposals or jurisdictions.

Important details remain unknown. The published account does not include the declaration’s full text, does not specify whether the organizations have assigned formal governance roles beyond their participation, and does not disclose funding, legislative commitments or deadlines. It also provides no projected investment volume, number of expected deployments, payback benchmarks or throughput targets.

For now, the Barcelona Declaration is an advocacy framework rather than an operating program. Its near-term value will depend on whether governments convert its priorities into national strategies, tax treatment, education programs, procurement rules and standards policies that materially affect automation project economics.
